This is the 36" Toxic Swamp Bear Qee by US artist Joe Ledbetter. Joe Ledbetter is known for his unique style and works with animal characters, for his 36" qee he chose to use his Toxic Swamp Bear Design.
To have a size idea of the 36" Toxic Swamp Bear Qee, check the last picture. You have 16" (40 cm) in the back, a 36" (90 cm) in Mr Toy2r arms and surrounded by a 70" (175 cm) Bunee and a 60" (150 cm) Bear.
