Harvey is a member of the Vortigern's Machine family designed by James Jarvis.

Harvey is part of the local bully team and takes great pleasure in harassing the local youngsters. His appearance as an inscrutable street-talking gangbanger deceives as he comes from a good family and had a decent education. Dressed in baggy jeans, green string vest, bandana and baseball hat, he has the makings and markings of a troublemaker.
